Mystery of Kanjo billing ghost car parking fees
A Twitter storm is brewing as Nairobi motorists claim they have received parking fee fines when their vehicles are not parked within the city.
University of Nairobi Lecturer Herman Manyora claimed he received an SMS charging him a fine for parking in Ngara when his vehicle was actually parked at Shell station in Karen.
“Yesterday the Nairobi City Council informed me that I had parked at Ngara without paying parking fees and I should pay within 15 min. At that very time, I was parked at Shell Karen. For this, I was fined Kes2000. This is the third time this is happening to me. NTSA blames NCC. Iko nini hapa?,” Herman Manyora on Twitter.
He was quickly joined by a series of twitter replies claiming to have experienced a similar problem where they were charged for parking in the city yet their vehicles were elsewhere.
“I have received this message twice. First, they claimed I parked at parklands when I was in Machakos. The second time, the text said I parked at Industrial Area when I was in Embakasi. They slapped me with a fine of 20K,” @robertbirundu said.
“I live in Laikipia but got an sms that my truck was parked in the CBD while I was ferrying maize with it to Samburu, over 300km away. The number was not picked,” @otieno_simon said.

Nairobi Metropolitan Services (NMS) led by Director- General Maj Gen. Mohamed Badi is yet to explain the billing of ghost cars.
The erroneous billing may also be linked NTSA fake car registration scam that has seen officials in the authority issue duplicate number plates to different car owners.
Nairobi County operated a parking payment system owned by Jambo Pay until 2019 when then Governor Mike Sonko replaced it with an in-house system.
Several complaints were raised about the service accessed via a USSD code (*235#).
NMS brought a new solution Nairobi County Revenue System (NRS) accessed by dialing *647# after revenue collection was handed over to the government via KRA following a transfer deal made in early 2020.
