Dr. Kamau Thugge turns witness in the Arror-Kimwarer dam scandal

Treasury Principal Secretary Dr. Kamau Thugge has been left off the hook in joint corruption charges with his former boss Henry Rotich, after the government moved to withdraw his case and use him as a witness.

The Director of Public Prosecutions Noordin Haji has asked the court to withdraw charges against the PS in the Arror-Kimwarer dam scandal since he will now serve as a witness against his former boss.

The duo had been charged with conspiracy to commit an economic crime, abuse of office, financial misconduct and failing to comply with rules and regulations relating to management of public finances.

They were also accused of entering into a commercial loan facility agreement disguising it as a government to government loan guaranteed by the Italian Government.

They of course denied the charges.

Other treasury officials implicated in the case include former Chief economist Kennedy Nyachiro, former Head of Europe Division Titus Muriithi and Jackson Kinyanjui former Director of Resource Mobilistion at Treasury.

Others included former Kerio Valley Development Authority (KVDA) MD David Kimosop.

They were all accused of jointly conspiring to defraud the government of USD 501,829,769, by entering into a deal to construct the two dams, without approval. They allegedly committed the offence between December 17, 2014, and January 31, 2019.

The companies involved in the scandal are CMC Di Ravenna Itinera JV and CMC Di Ravenna Itinera JV Kenya Branch and its directors Paolo Porchelli.

Mr. Porcelli, CMC Di Ravenna- Itinera JV and CMC Di Ravenna- Itinera JV Kenya Branch are accused of jointly conspiring to defraud the Government of Sh27,740,760,550 between December 17, 2014, and September 27, 2018.
